This bill requires public vessels carrying passengers on New York's navigable waters to have liability insurance or a surety bond to cover potential passenger injuries or deaths. Specifically, vessels certified by the Office of Parks, Recreation and Historic Preservation must have at least $1 million in coverage per occurrence for injuries or deaths resulting from negligent operation.
