This bill amends the Public School Code of 1949 to create a new pathway for obtaining an emergency Career and Technical Education (CTE) teaching certification in Pennsylvania. Under the new provisions, the Department of Education will issue a Career and Technical Instructional I Certificate to candidates who either: (1) hold a valid CTE certificate from another state and meet Pennsylvania's eligibility requirements, or (2) have at least four years of professional work experience in the subject they want to teach, possess current industry-recognized certifications, and meet state requirements. This emergency certification will be valid for eight school terms and can be converted to a Career and Technical Instructional II Certificate if the teacher completes at least two years of classroom teaching and demonstrates satisfactory professional performance. The bill aims to expedite the certification process for industry professionals seeking to transition into teaching career and technical education, potentially addressing teacher shortages in specialized vocational fields. The new law will take effect 60 days after its enactment.
