Bill Summary

Under current law, lottery player name and address lists are kept confidential unless otherwise ordered by a court, by the lawful custodian of the records, or by another person duly authorized to release such information, but the names and addresses of lottery prize winners are not kept confidential by the department of revenue. This bill provides that the name, address, and personally identifiable information of a lottery prize winner under Code chapter 99G shall be kept similarly confidential if the prize awarded is $1 million or more, the prize winner does not elect to receive the prize in installment payments, and the prize winner elects to remain anonymous at the time of claiming the lottery prize. The bill allows the release of a prize winner’s city or county of residence, and the release of a prize winner’s personally identifiable information to the department of health and human services or as otherwise authorized or required by law. Under current law, operational security measures, systems, and procedures of the Iowa lottery are kept similarly confidential. The bill specifies that this includes security plans and procedures designed to ensure the integrity and security of lottery operations, and information that ensures the integrity and security of the selection process for winning tickets or numbers.

AI Summary

This bill modifies Iowa's lottery confidentiality laws to provide additional privacy protections for high-value lottery prize winners. Specifically, the bill allows lottery prize winners who win $1 million or more to remain anonymous if they choose to do so at the time of claiming their prize, with some important conditions. The anonymity applies only to lump-sum prize claims and requires the winner to explicitly request confidentiality when claiming the prize. For legal entities claiming a prize, an authorized representative with a legal interest in the entity must specify the anonymity choice. The bill still permits the release of a winner's city or county of residence and allows the lottery to collect necessary identification for prize validation. The bill also expands confidentiality provisions for lottery security measures, explicitly protecting detailed security plans and procedures designed to ensure the integrity of lottery operations and ticket selection processes. These changes will apply to lottery prize claims occurring on or after January 1, 2026, giving the lottery time to implement the new procedures. The overall goal appears to be providing additional privacy protections for large lottery winners while maintaining essential operational transparency.
