This bill amends existing state law concerning housing authorities to include "social housing public development authorities," which are public corporations created to develop, maintain, and operate social housing. Social housing is defined as subsidized and cross-subsidized rental housing, meaning it receives financial contributions from government entities to lower rents for low-income households, and uses higher rents from high-income households to support lower rents for low-income and moderate-income households, and is publicly owned permanently. The bill clarifies that these social housing public development authorities, along with traditional housing authorities, can receive aid and cooperation from state public bodies, which are defined as the state and its subdivisions. This aid can include dedicating property, providing infrastructure like utilities and roads, furnishing services, and entering into agreements without requiring appraisals or public bidding, provided public notice is given. State public bodies can also agree to waive property taxes for these authorities and can lend or donate money to them. Furthermore, state public bodies can provide monetary, in-kind, or other support to the boards of commissioners of these authorities to help them carry out their duties, but not as compensation for their services.
