This bill mandates that Washington state public schools include instruction on the history of Asian Americans and Native Hawaiians/Pacific Islanders, Latino Americans, and Black Americans in their social studies curriculum. By September 1, 2028, or after the state's superintendent of public instruction updates social studies learning standards, school districts must adopt policies to integrate this history into required social studies courses during their regular curriculum review cycles, ensuring these policies align with state learning standards and are posted online. Beginning in the 2029-30 school year, schools will provide this instruction across all grades (K-12), particularly when it connects to existing U.S. and Washington state history frameworks, and can utilize ethnic studies materials or other appropriate resources. Districts must report annually, starting June 30, 2030, to confirm they are offering this instruction in a planned and systematic manner. This legislation is intended to be supplementary to existing curriculum requirements, such as the "since time immemorial" curriculum, and aims to foster a more comprehensive understanding of history, reduce racial bias, and promote a more just and cohesive society.
