AI Summary

This bill aims to ensure that medication-assisted treatment (MAT) is available for minors in various state-operated or state-funded facilities that treat substance use disorders. The bill defines key terms such as MAT (the use of FDA-approved prescription drugs combined with counseling to treat substance use disorders) and establishes requirements for inpatient, outpatient, juvenile correction, and juvenile detention facilities. By the end of fiscal year 2026, these facilities will be prohibited from restricting MAT for minor patients, and facilities that do so will become ineligible for Medicaid reimbursement for services to minors. The bill requires the health care authority to develop rules for MAT programs by December 1, 2025, and to provide annual reports on MAT availability. Additionally, the bill creates an "Evidence-Based Substance Use Disorder Treatment for Minors Fund" to be administered by the health care authority, which will provide financial support to help establish and operate MAT programs for minors. The fund will be composed of appropriations, gifts, grants, and donations, and the health care authority will develop rules for fund disbursement by December 1, 2025.
