This bill requires nursing homes and managed residential communities to be equipped with an automated external defibrillator (AED), a device that can administer an electric shock to restart a heart during a medical emergency. Specifically, by January 1, 2026, administrators of these facilities must: (1) provide and maintain an AED in a central, known, and accessible location; (2) ensure the AED is maintained and tested according to manufacturer guidelines; and (3) have at least one staff member trained in cardiopulmonary resuscitation (CPR) and AED use on-site during all operational hours. The bill defines key terms such as "managed residential community" as a facility primarily serving residents 55 and older, and "nursing home" as a facility providing 24-hour medical supervision and skilled nursing care. The legislation applies to both for-profit and not-for-profit facilities, excluding state-funded congregate housing, and is designed to improve emergency medical response capabilities in settings with older and potentially more medically vulnerable populations. The bill will take effect on October 1, 2025.
