AI Summary

This bill introduces an aquatic habitat conservation stamp that every person obtaining a fishing license in Illinois must purchase, with a fee of $6 for both resident and non-resident licensees (waived for residents over 75 years old). The bill creates the Aquatic Habitat Conservation Fund in the State Treasury, which will receive the fees from these stamps. The fund can only be used by the Department of Natural Resources for three specific purposes: (1) managing, restoring, and protecting aquatic and riparian habitats in Illinois, (2) eliminating or protecting against aquatic nuisance species, and (3) preparing for and protecting against climate change impacts such as increased flooding, erosion, and sedimentation. Every person who obtains the stamp must sign it or affix it to their fishing license, and the stamp will expire on March 31 each year. Individuals who fail to obtain the required aquatic habitat conservation stamp will be subject to a petty offense. The bill aims to generate dedicated funding for critical environmental conservation efforts related to Illinois' aquatic ecosystems and climate resilience.
