This bill establishes the Health Care Strategic Recruitment Program within the Workforce Solutions Department to address healthcare workforce shortages in New Mexico. The program targets recent graduates (within the last ten years) from New Mexico public post-secondary institutions who are not currently working in healthcare, focusing on recruiting qualified healthcare providers in shortage fields. The program will actively recruit by engaging with New Mexico graduates, providing navigators to assist with licensing and credentialing, sharing job and community information, and compiling alumni contact data. Collaborating with the health care authority, department of health, and higher education department, the program will create comprehensive recruitment strategies. The department is required to submit an annual report to the governor and legislature detailing program outcomes, including data on potential applicants, successful hires, recruitment timelines, and application process challenges. To support the program's launch, the bill appropriates $2 million from the general fund for fiscal year 2026 to cover start-up costs such as staff, equipment, and supplies, with any unused funds to be returned to the general fund.
