This bill establishes a statewide standard for electric security alarm systems in Washington state, specifically targeting cities, towns, code cities, and counties that have not already regulated such systems. The legislation allows electric security alarm systems on outdoor storage properties (such as industrial or commercial lots that do not include residential uses), with specific technical requirements: the system must be powered by a low-voltage battery, marked with warning signs every 30 feet, be at least 10 feet tall, and include a way for first responders to deactivate it in emergencies. The systems cannot be classified as fences and must be surrounded by a five-foot perimeter barrier. Local governments can require an alarm system operator license but cannot impose additional conditions beyond those specified. If a local government wants to adopt its own regulations after the bill's effective date, it must include "electric security alarm" in the ordinance title and hold two public hearings. The bill explicitly excludes burglar and fire alarm systems from these provisions, and aims to help property owners protect against theft while minimizing demands on local law enforcement resources.
