AI Summary

This bill amends the Environmental Protection Act to introduce comprehensive environmental justice provisions, focusing on protecting communities that have historically been disproportionately impacted by environmental hazards. The bill requires permit applicants for new or modified industrial facilities in "environmental justice communities" to conduct a public meeting and submit a detailed environmental justice assessment that examines potential air quality and health impacts. The assessment must be completed by an independent third party and include analyses of emissions, health risks, and cumulative environmental effects. If the assessment reveals potential harm to the environment or public health, the Environmental Protection Agency must either impose mitigation conditions or deny the permit. The bill also establishes a new environmental justice grievance process, allowing individuals to file complaints alleging discriminatory environmental practices within 60 days of an alleged violation. Additionally, the bill expands public participation requirements by mandating multilingual notices in linguistically isolated communities, provides the Agency with authority to extend permit review deadlines, and allows third-party challenges to permits for minor air pollution sources. The legislation defines key terms like "environmental justice community" and "cumulative impact" and aims to provide more robust protections for vulnerable populations potentially affected by environmental pollution.
