This bill modifies state regulations concerning the personal needs allowance for residents of long-term care facilities who receive Medicaid or Supplemental Security Income (SSI). Currently, these residents are permitted a monthly personal needs allowance of $75. The bill introduces an annual cost-of-living adjustment mechanism starting July 1, 2025, where the state will increase the personal needs allowance by 25% of the annual cost-of-living adjustment in the federal SSI program, if such an adjustment exists. The adjustment will be made through a state supplement payment that is deposited directly into each recipient's personal fund account at their long-term care facility. Long-term care facilities are defined broadly to include nursing homes, chronic disease hospitals, rest homes with nursing supervision, intermediate care facilities for individuals with intellectual disabilities, and state humane institutions. By implementing this annual adjustment, the bill aims to help vulnerable residents maintain a more consistent level of financial support that keeps pace with increasing living costs.
