This bill requires the Georgia State Board of Education to establish two key safety-related systems for public elementary and secondary schools by specific deadlines. By July 1, 2026, the board must create an emergency alert response system that allows school administrators to notify law enforcement about threats, alert local emergency first responders about active safety threats, and communicate with neighboring school systems about campus safety incidents. By July 1, 2027, the board must develop a secure statewide database to report and monitor safety threats, which will include the names of individuals who have made verified threats. Importantly, before a student can be entered into the database, the threat must be investigated by local law enforcement and evaluated by a school social worker. The database will be accessible only to designated school personnel, and when a student is added, the local school system must provide mental health service recommendations and counseling options for the student. The State Board of Education is authorized to consult with emergency management agencies, the Georgia Bureau of Investigation, and local school boards in developing these systems, with the overall goal of improving school safety and threat response protocols.
