AI Summary

This bill amends Georgia's state government regulations to establish comprehensive oversight and transparency requirements for artificial intelligence (AI) usage across state agencies. Specifically, the Georgia Technology Authority will be responsible for conducting an annual inventory of AI systems used by state departments and agencies, with the first inventory due by December 31, 2025. The bill defines an AI system as a machine-based system that emulates human cognitive processes like learning, reasoning, and decision-making. By December 31, 2026, the authority must develop model policies for AI system development, procurement, implementation, and assessment. Starting December 31, 2027, all government entities must submit detailed inventories of their AI systems, including information about the system's name, vendor, capabilities, decision-making processes, and pre-implementation impact assessments. Additionally, the bill designates the Attorney General as the authority to approve private activity bonds for financing state charter school facilities, establishing specific procedures for public hearings and bond issuance. The legislation aims to increase transparency, accountability, and responsible use of artificial intelligence in Georgia's government operations.
