This bill expands the types of recycled glass that can receive market development payments from the California Beverage Container Recycling Fund, which is funded by redemption payments made by beverage distributors. Currently, the fund supports payments to glass beverage container manufacturers who use recycled glass to make new beverage containers. This bill, however, introduces payments for "waste glass product," which is defined as material from glass recycling or processing that contains contaminants, cannot be remelted for new beverage containers or fiberglass insulation, and would otherwise be sent to a landfill or used as low-grade aggregate. The bill authorizes the Department of Resources Recycling and Recovery (CalRecycle) to make these market development payments to businesses that purchase such waste glass products, up to $5 million annually until January 1, 2030, and also allocates up to $1 million annually for grants to help transport this waste glass product. This initiative aims to develop new markets for glass that is currently difficult to recycle, thereby diverting more glass from landfills and promoting its use in other products.
