This bill modifies regulations for toll facility operators participating in interstate interoperability programs, specifically addressing what vehicle information can be shared with out-of-state toll agencies or interstate interoperability tolling hubs. Under the new provisions, operators are only permitted to provide limited data types, including license plate information, transponder data, and transaction data (such as acknowledgment, correction, and reconciliation data), and only if those data types are specifically marked as "required" in the National Interoperability Interface Control Document Version 2.0. Importantly, the bill explicitly prohibits operators from sharing biometric information and places strict limitations on collecting or transmitting additional types of information beyond what is necessary for implementing interstate interoperability. If an operator violates these restrictions by providing unauthorized information, they could be subject to legal action with penalties of at least $2,500 per violation. The bill also requires transportation agencies participating in interstate interoperability to publish the required data types on their websites. These provisions are set to be in effect until January 1, 2035, after which a new version of the section will become operative, essentially sunsetting the current regulations.
