This bill establishes a comprehensive data governance framework for Maryland state government by creating the position of State Chief Data Officer and the Office of Enterprise Data within the Department of Information Technology. The Council's responsibilities will now include advising on data initiatives, exploring partnerships to connect Maryland data with communities, and providing recommendations to the Governor and General Assembly on data-related matters. The new data governance structure aims to standardize, protect, and maximize the value of state government data while promoting transparency and efficient data practices. The bill is set to take effect on July 1, 2025.
