This bill modifies Maryland's cosmetology licensing laws to create a new limited license for eyelash extension services. The bill adds "eyelash extension services" as a distinct category within the definition of practicing cosmetology and defines it as a service that includes cleaning the eye area, applying eyelash primers, adhesives, extensions, and sealants, and drying the eye area. To obtain this new limited license, an applicant must be at least 17 years old, have completed 9th grade or equivalent, and either serve as a registered apprentice for 3 months or complete 100 hours of instruction in a cosmetology school, or pass a practical and written examination administered by the State Board of Cosmetology. The bill also updates various sections of the law to include eyelash extension services in definitions, licensing requirements, apprenticeship guidelines, and permitted practice locations. Starting October 1, 2025, individuals will be able to obtain this specialized license, which will authorize them to provide only eyelash extension services in approved beauty salons or other specified healthcare facilities.
