This bill amends the School Code to expand the State Superintendent of Education's authority to designate regional offices of education or intermediate service centers as "learning partners" within the statewide system of support for schools. Specifically, these learning partners can provide services to schools identified for improvement based on two criteria: (1) the accountability system defined in Section 2-3.25a of the School Code, and (2) the classification levels of Targeted, Comprehensive, or Intensive as outlined in Section 2-3.25d-5. The bill gives the State Superintendent complete discretion to assign or revoke the learning partner status, which is designed to help improve educational standards and school performance. The changes will take effect on July 1, 2025, allowing time for educational institutions to prepare for the new provisions. By enabling more flexible support mechanisms, the bill aims to enhance the ability of regional educational entities to assist struggling schools in improving their academic outcomes.
