This bill, known as the "Restoring Access to Mountain Homes Act", aims to modify the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide reimbursement for repairs to private roads and bridges in North Carolina that were damaged by Tropical Storm Helene. Specifically, the bill allows state, tribal, and local governments to seek reimbursement for private roads and bridges that serve as the sole access to primary residences or essential community services, were significantly damaged by the storm, and have not already been repaired. To qualify for reimbursement, the roads and bridges must be inspected by government officials to verify the scope and cost-effectiveness of repairs, remain open during recovery activities, and comply with all state and federal regulations. The bill also provides flexibility for individuals who have already received assistance, allowing them to either proceed with repairs using existing aid or return the aid to be eligible for this new reimbursement program. Cost estimates for repairs must be prepared by professionally licensed engineers and mutually agreed upon by the Federal Emergency Management Agency (FEMA) and the applicant, with certified estimates presumed to be reasonable unless there is evidence of fraud.
