This bill amends the Illinois Public Aid Code to expand dental service coverage and create a new dental care pilot program for veterans. The bill updates the existing dental services fee schedule by adding several new dental procedure codes and their corresponding reimbursement rates for medical assistance programs, covering services for both adults and children. Starting January 1, 2026, the bill establishes a 5-year pilot program through the Department of Healthcare and Family Services, in collaboration with the Department of Veterans' Affairs, aimed at improving dental care access for veterans. Under this program, veterans with income at or below 300% of the federal poverty guidelines will be eligible for comprehensive dental care coverage at local community dentists who agree to offer discounted fees. The bill defines a "veteran" as an Illinois resident who has served or is currently serving in the United States Armed Forces, Illinois National Guard, or a Reserve Component. The Department retains the authority to establish additional eligibility requirements through administrative rules. The bill becomes effective immediately upon passage, with the veteran dental care pilot program set to launch on January 1, 2026.
