AI Summary

This bill makes various changes to local elections in several North Carolina counties and municipalities. Specifically, it adds Cabarrus County to the list of counties with a specific vacancy-filling process for county commissioners. For the Currituck County Board of Education, the bill proposes changing elections to a partisan basis, subject to a voter referendum in November 2026, with implementation set for December 2028 if approved. The Pitt County Board of Education will also transition to partisan elections, with changes taking effect in December 2026. The bill mandates that multiple municipalities in Pamlico County (including Alliance, Arapahoe, Bayboro, Grantsboro, Mesic, Minnesott Beach, Oriental, Stonewall, and Vandemere) will now hold their municipal elections during even-numbered years instead of odd-numbered years. Similarly, the Village of Simpson and the City of Monroe will also shift to even-numbered year elections, with Monroe additionally changing to a partisan election system. In most cases, the bill extends the current terms of office by one year to facilitate the transition to the new election schedule. These changes are part of a broader effort to standardize and potentially improve local election processes across different jurisdictions in North Carolina.
