This bill establishes comprehensive restrictions on how municipal, county, and state law enforcement agencies and officials can interact with federal immigration authorities across Arizona. The bill prohibits these agencies from stopping, questioning, arresting, or detaining individuals based on immigration status, inquiring about citizenship or immigration details, or making arrests based on immigration warrants. Agencies are barred from using their resources, facilities, databases, or personnel to assist federal immigration enforcement, including participating in immigration operations, sharing identifying information, providing access to detained individuals, or complying with immigration detainers. The bill requires that such agencies can only respond to valid judicial warrants and cannot prolong detentions solely based on immigration status. Additionally, government entities are limited in collecting and disclosing personal information related to immigration status, with strict guidelines about when such information can be collected and shared. Each law enforcement agency must submit detailed reports to the Attorney General about any interactions with immigration authorities, including the number of requests received, interviews conducted, and database access. The Attorney General is then required to publish these reports and provide an annual summary to the Governor and Legislature. The bill includes a severability clause to ensure that if any part of the act is found invalid, the rest of the provisions can still be enforced, and it is officially titled the "Immigrant Trust Act".
