This bill amends Pennsylvania's vehicle code to expand options for driver's license and identification card renewal for certain individuals, specifically people with disabilities, veterans with service-connected disabilities, and military personnel serving outside the Commonwealth. The bill allows these individuals to renew their licenses or identification cards using existing photographs and signatures in the Department of Transportation's records, provided certain conditions are met. Specifically, individuals can request renewal using their most recent photo and signature if they: (1) qualify for a disability plate or placard, (2) have a 100% service-connected disability or a disability enumerated in a specific section of the law, or (3) are active military personnel or their spouse/dependent child residing with them. The bill includes restrictions on such renewals, such as not issuing a license if there is no existing photo/signature, if material changes to the record are needed (like name changes), or if the existing photo does not meet REAL ID requirements (such as being over 16 years old). The bill will take effect 33 months after its passage, giving the Department of Transportation time to implement the new procedures.
