This bill modifies the Public Authorities Law to enhance toll collection enforcement and administrative processes for public transportation authorities in New York. Specifically, the bill authorizes public authorities operating toll highways, bridges, or tunnels to impose administrative fees on owners or account holders who violate toll collection regulations. The bill also allows authorities to send notice of violations electronically with the recipient's consent, and permits such electronic communications to serve as adequate evidence of notice. Additionally, the New York State Thruway Authority and New York State Bridge Authority are now empowered to establish an administrative tribunal to adjudicate toll collection violations, with non-exclusive jurisdiction to hear these cases. The tribunal can conduct hearings in the county where the violation occurred or where the authority's administrative offices are located, and may use videoconferencing for hearings. A related provision modifies how penalties collected from toll violations are handled, specifying that certain penalties, evaded tolls, and charges paid to the Triborough Bridge and Tunnel Authority will be treated differently from previous regulations. The bill will take effect 120 days after becoming law.
