This bill directs the North Carolina Division of Motor Vehicles (DMV) to create a voluntary drivers license designation for individuals with autism spectrum disorder (ASD), allowing people to choose to have their ASD status noted on their license. Individuals can request the designation by providing acceptable documentation from medical or health professionals verifying their ASD diagnosis. The bill specifies that the designation is entirely voluntary and can be added or removed at the individual's discretion. The information will only be accessible to law enforcement to help ensure safe interactions with individuals with ASD, and cannot be used for any other purpose. Additionally, the bill requires the North Carolina Criminal Justice Education and Training Standards Commission and the Sheriffs' Education and Training Standards Commission to establish training standards for law enforcement officers to recognize and appropriately interact with persons with ASD. The new designation system will be implemented on January 1, 2026, and importantly, the bill emphasizes that the designation does not affect a person's eligibility to obtain a drivers license and does not waive any existing legal protections.
