Specifically, the bill provides $6 million for the fiscal year ending September 30, 2025, $7 million for the fiscal year ending September 30, 2026, and $8 million for the fiscal year ending September 30, 2027, with subsequent years' amounts adjusted annually based on the Consumer Price Index. The bill maintains the existing requirement to first appropriate $14 million for Medicaid managed care organizations' capitation rates and allows for administrative and compliance cost payments. Any remaining fund balance must be transferred to a separate restricted account and used only as appropriated by the legislature. The bill will only take effect if a companion bill (Senate Bill S00858'25 or House Bill 4037) is also enacted into law.
