This bill modifies requirements for support workers in the Community First Services and Supports (CFSS) program, specifically focusing on how support workers can qualify for an enhanced rate. The bill amends existing law to expand the ways support workers can meet training and competency requirements for receiving an enhanced rate. Previously, workers needed to meet Medicare training standards or alternative state-approved training requirements. The new bill adds a third option: individualized training provided by the participant's personal health care provider, worker training and development professional, or responsible party. To qualify for the enhanced rate, support workers must also provide services to a participant who requires ten or more hours of CFSS per day. The bill maintains existing provisions about support worker qualifications, such as background checks, communication skills, and completing standardized training on topics like first aid, vulnerable adult care, and person-centered planning. The changes will become effective on July 1, 2025, or upon federal approval, whichever comes later. This modification aims to provide more flexibility in training requirements and potentially improve personalized care for CFSS participants.
