This bill establishes a Center for Environmentally Sustainable Urban Design within the state of Washington, contingent upon the receipt of sufficient non-state funding, to promote healthier and more sustainable urban environments through innovative architectural and landscape design. The center will advocate for such design principles, coordinate with leaders and the private sector, encourage workforce development, identify and recommend priority projects, and organize a biennial design competition for a designated project, with the first competition focusing on a specific type of underutilized commercial site near the state capitol. Additionally, the center will award competitive grants for projects that implement environmentally sustainable urban design, which is defined as an approach that minimizes negative environmental impacts by incorporating natural elements and can be demonstrated through recognized green building standards. An advisory council, composed of individuals with expertise in relevant fields and representing different congressional districts, will be created to review applicants for grants and competitions and advise the center on its annual work plan. The bill also creates a dedicated account for receiving and disbursing funds for these competitions and grants, managed by the director of ecology.
