This bill amends the Abandoned Property Law and State Technology Law to improve the publication of unclaimed funds information, making it more accessible to visually impaired individuals. Specifically, the state comptroller will now be required to publish a statement of abandoned property twice a year (in September and March) in a newspaper, covering two six-month periods: June 1st through November 30th, and December 1st through May 31st. Each publication must include a notice informing readers how to obtain a large-print copy of the unclaimed funds list, either by writing to the comptroller's office or by calling a designated phone number. The notice must be formatted using typeface and font size developed in consultation with the Commission on the Blind and Visually Handicapped, as recommended by the New York State Office for Technology, to ensure readability for visually impaired individuals. The bill also adds a new requirement to the State Technology Law mandating consultation with the Commission on the Blind and Visually Handicapped to develop and maintain accessibility standards for typeface and font size. The bill will take effect 60 days after becoming law.
