This bill appropriates $10,000,000 from the bond proceeds account in the trunk highway fund to support an infrastructure project in Coon Rapids, Minnesota. Specifically, the funding will be used by the commissioner of transportation to complete the final design and acquire right-of-way for constructing an interchange at Trunk Highway 610 and East River Road (Anoka County State-Aid Highway 1). The bill authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to finance the project, following standard state bonding procedures outlined in Minnesota Statutes sections 167.50 to 167.52 and the state constitution. If any money remains after final design and right-of-way acquisition, those funds may be used for actual interchange construction, subject to written notice to the commissioner of management and budget. The bond proceeds, excluding accrued interest and any premium, will be deposited into the trunk highway fund's bond proceeds account.
