Bill Summary
Reinserts the provisions of the engrossed bill with the following changes. In provisions concerning the requirements for an exemption for poultry raisers with respect to poultry raised on the poultry raisers' own farms, provides that a notice on a physical display shall be prominently displayed on a placard in at least 18-point font (rather than shall be displayed on a placard). Adds the following requirements to provisions exempting poultry raisers with respect to poultry raised on the poultry raisers' own farms: (i) at the point of sale at farmers' markets, information in the form of a placard, flyer, or product label shall be provided to consumers regarding safe handling instructions for poultry or poultry products produced under the provisions concerning exemptions with the rationale statement provided in federal rules; (ii) poultry and poultry products produced under the provisions concerning exemptions shall be maintained at temperatures as provided in the Food Handling Regulation Enforcement Act during storage, transportation, shipping, and delivery; and (iii) poultry or poultry products produced under the provisions concerning exemptions that are sold, offered for sale, or otherwise distributed at farmers' markets shall be sealed in a watertight or leakproof bag or other watertight or leakproof packaging.
AI Summary
This bill amends the Meat and Poultry Inspection Act to modify exemption requirements for poultry raisers who process poultry on their own farms. The bill increases the annual poultry processing limit from 5,000 to 7,500 birds and introduces several new requirements for exempt producers. These include mandating that at least one person responsible for the operation be a Certified Food Protection Manager, labeling poultry products with specific information in 10-point font, and displaying a prominent notice at the point of sale explaining the exempt status of the products. Additionally, the bill requires farmers' market sellers to provide safe handling instructions to consumers, maintain poultry at specific temperatures during storage and transportation, and package poultry products in watertight or leakproof containers when sold at farmers' markets. The exemption remains valid for two years and requires producers to maintain records demonstrating compliance with the processing limit. These changes aim to enhance food safety and transparency for consumers purchasing poultry from small-scale, on-farm producers.
