This bill establishes the Healthcare Ecosystem Stakeholder Cybersecurity Workgroup to develop strategies for preventing, managing, and recovering from cybersecurity threats in Maryland's healthcare system. The Workgroup will consist of 21 members representing various stakeholders, including legislators, state agency representatives, healthcare providers, insurers, and patient advocacy groups. Its primary goals are to identify essential healthcare capabilities during a cybersecurity attack, map healthcare ecosystem entities, develop a comprehensive cybersecurity threat and risk assessment, and make recommendations for adopting cybersecurity regulatory standards. The Workgroup will be co-chaired by the Maryland Health Care Commission Chairman and the Maryland Insurance Commissioner, and will be required to submit an interim report by January 1, 2026, and a final report by December 1, 2026. Members will not receive compensation but can be reimbursed for expenses. The bill aims to enhance the resilience and security of Maryland's healthcare ecosystem by creating a collaborative, cross-sector approach to addressing cybersecurity challenges.
