This bill requires the Public Service Commission to conduct a comprehensive analysis of electricity generation sources in Maryland, focusing on the full costs and benefits of different energy portfolios. The analysis must evaluate the costs of electricity for ratepayers under three primary generation mixes: natural gas, nuclear energy, and 8,500 megawatts of offshore wind energy. The commission will use the Levelized Full System Cost of Electricity model to compare the costs of these energy sources, including their associated energy storage solutions, and assess the additional expenses required to address reliability and intermittency issues. The study must also identify the costs of each energy source when energy storage is available to mitigate potential challenges. Additionally, the bill requires the Public Service Commission to recommend policy changes that would support the development of energy sources offering the lowest costs and greatest benefits to Maryland ratepayers. By December 1, 2026, the commission must report its findings and recommendations to the Senate Committee on Education, Energy, and the Environment and the House Economic Matters Committee. The bill is set to take effect on October 1, 2025, providing a structured approach to evaluating Maryland's energy generation strategies.
