This bill repeals all retail delivery fees currently imposed by various Colorado state enterprises on deliveries made by motor vehicles, effective 90 days after the final adjournment of the general assembly in 2025. These fees were previously imposed by six different enterprises, including the Community Access Enterprise, Clean Fleet Enterprise, Statewide Bridge and Tunnel Enterprise, Clean Transit Enterprise, and the Nonattainment Area Air Pollution Mitigation Enterprise. The retail delivery fees ranged from a fraction of a cent to nearly seven cents per delivery and were designed to fund various transportation, environmental, and infrastructure projects. The bill removes all references to these retail delivery fees from multiple sections of Colorado state law, effectively eliminating the fees and the associated collection mechanisms. By repealing these fees, the bill will reduce the cost of retail deliveries for businesses and consumers, while also removing the administrative burden of collecting and remitting these fees. The bill maintains the underlying purposes of the enterprises, such as supporting electric vehicle infrastructure and reducing transportation-related emissions, but eliminates the specific funding mechanism of retail delivery fees.
