This bill establishes the Oregon-Ireland Sister State Committee, a nine-member group designed to foster collaboration and exchange between Oregon and Ireland. The committee will consist of two nonvoting legislative members (one from the Senate and one from the House) and seven members appointed by the Governor, representing diverse interests such as higher education, trade organizations, urban areas, and rural/agricultural sectors. Members appointed by the Governor will serve two-year terms and can be reappointed, while legislative members serve at the pleasure of their respective appointing authorities. The committee may hold one or two meetings per calendar year, with members able to participate in person or electronically. The committee's primary responsibilities include organizing delegations and visits between Oregon and Ireland, facilitating information exchange, collaborating on joint projects, and promoting economic opportunities such as exports and investments. Legislators on the committee will receive per diem compensation for their service, except when traveling outside the United States, and the Legislative Policy and Research Director will provide administrative support for two annual meetings. The bill allows the committee to visit Ireland at least every two years to fulfill its objectives of strengthening diplomatic and economic ties between the state and the country.
