This bill directs the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to conduct a comprehensive study on alternative transportation funding mechanisms, specifically in response to declining fuel tax revenues caused by the increasing prevalence of electric and hybrid vehicles. The study will require TACIR to explore and recommend new transportation user fee options, analyze the benefits and challenges of these alternatives, and research how at least three other states have successfully implemented similar fee programs over the past decade. TACIR is mandated to complete the study using existing resources and submit a detailed report, including potential legislative recommendations, to key legislative leadership by January 1, 2026. All state departments and agencies are required to assist TACIR in this research effort.
