This bill authorizes the State of Texas to sell or lease two specific parcels of real property located in Travis County, Austin. The first parcel, approximately 20.3 acres at 4400 Shoal Creek Boulevard, will be sold or leased by the General Land Office, with proceeds deposited into a new dedicated account called the bicentennial Texas State Library and Archives Commission fund. These funds will be used for capital improvements to the Sam Houston Regional Library and Research Center and the Lorenzo de Zavala State Archives and Library Building, as well as making original source materials more accessible to the public. The sale is contingent upon constructing an alternative state records facility to replace the current library and archives facility. The second parcel, approximately 7.5 acres near West 45th Street and Lamar Boulevard, may be leased by the Health and Human Services Commission, with lease proceeds going to the Texas capital trust fund. Any lease must include provisions for commission approval of the property's use and grant easements to adjacent commission properties. The bill is set to take effect on September 1, 2025.
