AI Summary

This bill establishes the J-1 Visa Waiver Primary Care Physician Grant Program, administered by the Pennsylvania Department of Health, to support physicians on J-1 visas working in medically underserved or shortage areas. The program will provide grants up to $100,000 annually for three years to employers who hire physicians in primary care specialties like family medicine, pediatrics, psychiatry, and emergency medicine, using Conrad 30 and Flex 10 visa waivers. Eligible employers must be independent entities not affiliated with larger health systems, located in designated underserved areas, and using the grants to help pay physician salaries. Employers must apply through the department, certify their compliance with program requirements, and agree to ongoing reporting. The program is funded with a $10 million appropriation from the General Fund, with grants being non-taxable and applications accepted on a rolling basis until December 31, 2032. The department will publish annual reports detailing grant recipients, amounts, and impacts, and can recoup funds if program requirements are not met. Employers and physicians must allow the department to verify their compliance, and the program aims to help address physician shortages in critical areas of Pennsylvania.
