This joint resolution celebrates the life and legacy of Henry Levander Marsh III, a prominent civil rights attorney, public servant, and community leader from Richmond, Virginia. Born and raised in Richmond, Marsh graduated from Howard University Law School and served in the U.S. Army before becoming a pioneering civil rights lawyer, partnering with notable attorneys Oliver W. Hill and Samuel W. Tucker to challenge segregation and racial discrimination. He made history as Richmond's first Black mayor, serving from 1977 to 1982, and later represented the 16th Senate District in the Virginia Senate for over two decades until his retirement in 2014. Throughout his career, Marsh was instrumental in advancing civil rights, fostering economic development in Richmond, and mentoring numerous elected leaders. The resolution acknowledges his significant contributions to the community, including his work with the Metropolitan Economic Development Council, his landmark legal victories, and his personal sacrifices, and expresses the General Assembly's deep respect for his memory. The resolution also notes that Marsh was recently honored by the dedication of a school and courthouse in his name and was preceded in death by his wife of 58 years, Diane, survived by his children Nadine, Sonya, and Dwayne.
