This bill amends the environmental conservation law to add a new category of individuals who are eligible to receive free hunting, fishing, and trapping licenses. Specifically, the bill creates a provision for qualified volunteer instructors who are certified by the department to provide instruction in responsible hunting, bowhunting, or trapping practices without compensation. These volunteer instructors would be entitled to receive free fishing, hunting, and trapping licenses. The bill also reorganizes the existing language about free licenses for other groups, such as members of certain Native American tribes, active military personnel, members of the organized militia, blind residents, and residents over 70 years old, by creating separate subsections (a) through (g) for each group. The changes maintain the existing provisions for free or reduced-cost licenses while adding the new category of volunteer hunting instructors. The bill would take effect immediately upon enactment.
