This bill amends Section 67-5767 of Idaho Code to expand the services that the director of the Department of Administration can provide to include cities, in addition to the existing entities such as school districts, public community colleges, public universities, and other political subdivisions. The bill allows the director to render services through mutually agreed-upon contracts, with the understanding that the receiving entity will bear the costs of any group insurance, group annuity, or health care service coverage and its administration. The legislation clarifies that "other political subdivision" means organizations composed of government units in Idaho, funded by government or government employee contributions, or organizations that carry out governmental responsibilities. The bill is declared an emergency measure and will take effect on July 1, 2025, which allows for immediate implementation and suggests the change is considered timely and important for local government operations.
