This bill requires school districts to annually send written notice to parents of students with disabilities attending nonpublic schools within their district about how to request special education services, starting with the 2026-2027 school year. This notice must be provided at least 28 days before any deadlines, specify those deadlines, explain the request procedures and required documents, and include contact information for assistance. The notice must also be translated into the twelve most common non-English languages spoken by limited-English proficient individuals in the state, with a special provision for New York City school districts to follow their own translation policies. Additionally, for the 2024-2025 school year only, this bill allows parents in New York City who missed a deadline to request services for their child, and whose child did not receive recommended services, to request an expedited review of their child's Individualized Education Services Program (IESP) by the Committee on Special Education. This review, to be conducted by October 2026, will determine if the missed services negatively impacted the student's educational progress, and any such determination will be incorporated into future IESPs.
