AI Summary

This bill establishes the Fantasy Sports Consumer Protection Act, which creates a comprehensive regulatory framework for fantasy sports contests in Illinois. The legislation requires fantasy contest operators to obtain a license from the Illinois Gaming Board, mandates strict background checks and application requirements, and imposes significant oversight and consumer protection measures. Key provisions include establishing a licensing system with initial and renewal fees, requiring operators to use geolocation technology to verify participant location, implementing anti-money laundering standards, and developing programs to prevent compulsive gambling. The bill defines fantasy contests as skill-based games where participants assemble fictional rosters of athletes and compete for prizes, explicitly distinguishing them from sports wagering. Operators must be at least 21 years old, undergo thorough background investigations, and submit to independent audits. The law also introduces a tax on fantasy contest receipts starting July 1, 2025, ranging from 10% to 15%, with revenues directed to the State Gaming Fund and programs for treating compulsive gambling. Additionally, the bill requires licensed operators to submit annual reports on supplier diversity goals and includes provisions for voluntary self-exclusion programs to help individuals with potential gambling problems. Importantly, the bill clarifies that properly conducted fantasy contests do not constitute illegal gambling under Illinois law.
