AI Summary

This bill expands the electronic procurement options for county colleges in New Jersey, allowing them to use digital methods for various procurement-related activities. Specifically, the bill permits county colleges to publish bid advertisements, receive bids, and distribute bid revisions or addenda using electronic means, such as internet platforms and email, in addition to traditional legal newspaper publication. The legislation defines "electronic procurement" as the use of computer technology and the internet for advertising bids, receiving proposals, and conducting procurement-related activities. County college boards of trustees can authorize these electronic procurement processes, which must be developed by the Director of the Division of Local Government Services and comply with the "Local Electronic Procurement Act." Importantly, county colleges are still required to continue publishing legally mandated notices in traditional legal newspapers, ensuring transparency and accessibility. The bill aims to modernize procurement practices for county colleges by embracing digital technologies while maintaining established procurement safeguards, and will take effect on the first day of the seventh month following its enactment.
