This bill establishes a mechanical insulation energy savings program designed to help school districts, public hospitals, public housing buildings, and political subdivisions improve their energy efficiency through insulation upgrades. After completing the audit, which identifies missing or damaged insulation and estimates potential energy and cost savings, applicants can receive grants that cover 100% of their qualified mechanical insulation expenditures. These expenditures include purchasing insulation materials, facings, and associated labor costs for installing insulation in mechanical piping, heating, ventilation, and air conditioning systems.
