This bill amends the Texas Government Code to expand telemedicine and telehealth options for individuals receiving public benefits through Medicaid, the Child Health Plan Program, and other state health and human services programs. Specifically, the bill adds applied behavior analysis (ABA), behavior supports, and associated evaluation services to the list of services that can be provided via telecommunications or information technology. ABA is a therapy often used to support individuals with autism and other developmental disabilities. The bill ensures that these services can be delivered remotely, subject to federal law and the commission's determination of cost-effectiveness and clinical effectiveness. This change applies to both managed care and other delivery models, including Section 1915(c) waiver programs like the Community Living Assistance and Support Services (CLASS) waiver, the Deaf-Blind with Multiple Disabilities (DBMD) waiver, the Home and Community-Based Services (HCS) waiver, and the Texas Home Living (TxHmL) waiver. The bill allows state agencies to request federal waivers if needed and is set to take effect on September 1, 2025.
