This bill modifies Iowa law to allow students enrolled in nonpublic schools (private schools) to participate in extracurricular interscholastic athletic contests or competitions provided by public schools under specific conditions. Specifically, a student can participate in a public school's athletic contest or competition if the nonpublic school has not offered that particular sport in the past two years and has not already established an agreement with another school for that sport. Students may participate in their home school district's athletic programs or in a contiguous school district's programs. If a participation fee exists, the nonpublic school student or their guardian must pay an amount equal to what public school students are charged. Participating nonpublic school students must adhere to the same code of conduct as public school students and will be considered to satisfy residence requirements for athletic participation. The bill also updates the definition of an "organization" that can sponsor interscholastic athletic contests, including provisions about how student enrollment is calculated and a temporary protection for football classifications. The law will take effect on August 1, 2025, with some provisions becoming effective upon enactment.
