This bill requires all municipalities in Connecticut (including towns, cities, boroughs, and districts) to adopt a conflict of interest provision for their elected and appointed officials, officers, and employees by October 1, 2026, unless they already have such a policy in place prior to January 1, 2026. The bill provides a model definition of "conflict of interest" which occurs when an official, their family member, or business associate could gain or lose money directly due to the official's actions, excluding benefits shared broadly by the population. Municipalities must submit a notice to the Office of State Ethics by January 15, 2027, certifying their compliance and including a copy of their conflict of interest provision. Additionally, municipalities are required to publish their conflict of interest provision on their official website in an easily accessible location by January 15, 2027, or make the document available at the town or city clerk's office if they do not have a website. The Office of State Ethics will also publish these provisions on its own website. The bill aims to increase transparency and ethical standards in local government by ensuring consistent conflict of interest guidelines across municipalities.
