This bill modifies the definition of "vehicle dealer" in Washington state law to explicitly exclude certain nonprofit and governmental organizations that sell manufactured homes to low-income households. Specifically, the bill adds a new exemption to the vehicle dealer licensing requirements for community land trusts, resident nonprofit cooperatives, local governments, public housing authorities, nonprofit community or neighborhood-based organizations, federally recognized Indian tribes in Washington, and regional or statewide nonprofit housing assistance organizations. These entities are now permitted to sell up to 12 manufactured homes per 12-month period to low-income households at cost without being classified as a vehicle dealer and without needing to obtain a vehicle dealer license. The modification aims to remove barriers for organizations working to provide affordable housing options, allowing them to more easily help low-income households access manufactured homes without being subject to the same regulatory requirements as traditional vehicle dealerships. This change recognizes the unique role these organizations play in addressing housing affordability and provides them with more flexibility in their housing-related transactions.
